Paper kite is one of the most important things in the child Rabiul's life. This kite is like a messenger to connect to his father who died. Rabiul believes his father is staying in the sky and he always helps his son and his affection always surrounds him. His subconscious thinking is one of the most significant elements in this film. Rabiul survives by selling tea. He was born in a democratic country but did not get his own human rights. When his tea selling flask broke, his job came to a stop. He did not know how to get food. The country was developing as per the visual infrastructure, but Rabiul's life is so uncertain. He wants to help his father who is not alive. So the country should look after this street child. A paper kite indirectly speaks of the rights of the distressed.

শিশু রবিউলের জীবনে সবচেয়ে গুরুত্বপূর্ণ বস্তু হচ্ছে একটি কাগজের ঘুড়ি। এই ঘুড়িটিকে অবলম্বন করেই রবিউল বাঁচার স্বপ্ন দেখে। কেননা, সে মনে করে ঘুড়িটি তার মৃত বাবার কাছে তাকে না বলতে পারা কথাগুলো পৌঁছে দেয়। শিশুটি বিশ্বাস করে তার বাবা তাকে আকাশ থেকে দেখছে এবং সর্বদা তাকে আশীর্বাদ করছে। শিশু রবিউলের অবচেতন ভাবনাটি এই চলচ্চিত্রের অন্যতম উপজীব্য। রবিউল চা বিক্রি করে জীবিকা নির্বাহ করে। সে একটি গণতান্ত্রিক রাষ্ট্রে জন্মগ্রহণ করেও তার মৌলিক অধিকার গুলো পায় নি। যখন রবিউলের চা বিক্রির ফ্লাক্সটি ভেঙে যায় তখন তার অর্থ সংগ্রহের পথটিও বন্ধ হয়ে যায়। সে জানে না সে কীভাবে এখন খাবার সংগ্রহ করবে। কীভাবে বেঁচে থাকবে। রাষ্ট্রের অবকাঠামোগতভাবে সুদৃশ্যমান উন্নয়ন করছে ঠিকই; কিন্তু রবিউলরা রয়ে যায় এই উন্নয়ন থেকে সবচেয়ে দূরে। সে তার মৃত বাবাকে সাহায্য করতে চায়। অথচ তাকে অনিশ্চয়তায় বেঁচে থাকতে হয়। মানবাধিকার ক্ষুন্নের এই খবর কী রাষ্ট্র রাখে? “কাগজের ঘুড্ডি” আদতে সেই বয়ান দিচ্ছে পরোক্ষভাবে।
